Ghost Rider is said to be the strongest thing on Marvel's Earth. But the Hulk nearly impossible to kill. The two engaged in a short skirmash during World War Hulk and Ghost Rider showed his ability to topple buildings with ease - but Hulk has caused much more havok then that.
Also, Ghost Rider guards and fights for the innocent. Hulk has no such restrictions. This lasts for, as long as, Ghost Rider can fight without slipping up. When he does, Hulk would end it.

It depends on Zarathos really. If Zarathos isn't helping the Rider than he loses. But if he is, Rider is a Cosmic Level Being on par with Blackheart, Mephesto and Daimon Hellstorm.

At the end of their scuffle in WWH, Zarathos took over. The hellfire seemed to actually be annoying Hulk when it reached its peek in intensity. Hulk didn't try saving himself though - he seemed more interested in what Zarathos was capable of. Unfortunately Zarathos deemed those that had betrayed Hulk as 'guilty' and not worthy of his protection - thus Zarathos ceased with the hellfire onslaught and drove off, leaving Strange and Reed feeling very worried about their immediate futures.
